Don't notify observers when a team is @d in a comment

We use observers to allow people to see other team's inboxes. However observers are notified when you @ a team in a comment. So the whole company is @d every time someone @s a team.
Create option to @ observers or not or create third role in a team which allows viewing.
Possibly ideal would be control whether each team member gets emails inbox and @d in team discussions individually.

I choose to be an observer when I'm not directly responsible at the moment so it's weird to still get notifications. The concept of observers was created for people who need to have access but don't need to be notified, wasn't it? So Fergus' suggestion makes a lot of sense!
