labels visible to all team members

We are working in a team of 20 people approx and we can make shared labels. Problem is that if you are not assigned to a label you cannot see it and you will create a shared label. Which is a double label then.
See screenshots below.
AMS group was already created. And somebody else who couldn't see AMS group created AMS.
Option would be:
"Label visible for all"

Team (Organization) Labels - More granular permissions

It would be great to see more granular permissions around organisational (or Team) Labels. eg currently you can select team members and they will receive all emails added to the label. It would be good to share org labels with team members or teams without automatically sharing the emails within (ie as a second option). Adding permissions for members would also be a welcome addition.

Yes, I think i've requested something similar in the past, I'd like for anyone in the organization to be able to add my label, but not necessarily be granted access to all the emails that have my label on it.
